Merge, split, reorder and convert PDF pages

GuidePrepare a PDF for an upload portalTurn a pile of scans and documents into one clean PDF that an application portal will accept.

Most PDF chores are about pages, not text: putting several documents into one file, pulling out the three pages someone actually needs, turning a sideways scan the right way up, or getting a page into an image so it can go into a slide or a chat message. The tools in this section do exactly those jobs, and they do them on your own device. The file is read by your browser, rewritten in memory and handed back to you as a download. Nothing is sent to a server, which matters more for PDFs than for almost any other format: contracts, bank statements, medical letters and ID scans are exactly the documents people are asked to "just upload".

What these tools can and cannot change

A PDF is a set of page objects plus a table that says where each one lives in the file. Merging, splitting, reordering and rotating only rearrange that table, so the pages you get back are the same pages you put in: text stays selectable, links keep working, and nothing is re-compressed. That is why these operations are fast even on a phone and why the output is usually about the size of the input pages added together.

Turning pages into images is different. The page has to be drawn, the same way a PDF viewer draws it, and then saved as PNG or JPG at a resolution you choose. The image looks like the page but is no longer a PDF: text in it cannot be searched or copied. Use it when the destination only accepts pictures, and keep the original PDF for everything else.

Editing the words on a page, filling in scanned forms, recognising text in a photo (OCR) and converting to or from Word are not offered here. Each of them either needs a server-side engine or produces results that are hard to check, and a tool that quietly damages a contract is worse than no tool.

Choosing the right one

  • Several files that should become one: Merge PDF. You can pick a page range from each file while merging.
  • One long file that should become several, or a few pages taken out of it: Split PDF.
  • Pages in the wrong order, upside down, or blank pages that should go: Organize PDF.
  • A page that has to become a picture for a slide, a form or a message: PDF to image.

Encrypted and damaged files

A PDF protected with an open password cannot be read without it, and these tools will tell you so instead of producing an empty file. Files that are only restricted (printing or copying disabled) are handled by some tools and refused by others, and each tool page explains which. If a file is damaged or is not really a PDF — a common case is an image that was renamed to .pdf — you get a message naming the file rather than a broken download.

Before you upload anything

Most rejected uploads fail for one of a handful of reasons: the file is password-protected, it is over the size limit, it has the wrong number of files or pages, or it is really a renamed photo. The guide to preparing a PDF for an upload portal works through a complete application pack — five documents, twelve pages — and shows where each of these checks fits, including how to drop the blank backs of a double-sided scan while merging.
